Hybrid Deterrence

Abstract

This IFS Insight briefly discusses current security challenges and deterrence in general, before focusing on hybrid scenarios as a threat, and concludes by identifying three key steps for achieving a deterrent effect. I view this subject from a small state perspective, as smaller states with limited defence capabilities face particular challenges when it comes to traditional conflict as well as in the hybrid realm.
