In the early 1950s, when West Germany was about to be rearmed, the Soviet Foreign Ministry contemplated a plan to unify and neutralise the country. Being met with East German opposition and Politburo indecisiveness, the Soviet considerations about a German peace treaty produce rare evidence about the working of the Kremlin during the years of absolute totalitarianism prior to Stalin’s death.
