dc.description.abstractOperational planning is carried out on all levels in the Army. In 2004, the existing plan and decision-making process was changed, and the Army started using a tool that takes as its starting point NATO’s approach to planning. Guidelines for Operational Planning (GOP) describes operational planning procedure on operational level, and the Army has, through Stabshåndbok for Hæren, FR 3-1, extended the GOP procedure to the tactical level. The aim of this study has been to investigate whether FR 3-1 safeguards the needs a leader on the tactical level has for a planning and decision-making tool. The study is intended as a critical examination of GOP and the FR 3-1, and aims to reach a conclusion as to whether the FR 3-1 serves its purpose and is well enough adapted to the tactical level. In its description of the operational and tactical level, the study tries to create an understanding of the environment in which GOP and the FR 3-1 will be used. It aims, furthermore, to determine which units belongs to the tactical level, and the needs of the tactical leader. To reach a conclusion as to whether the FR 3-1 serves its purpose and is well enough adapted, the constraints of the tactical level and the needs of the leader for a planning tool are discussed in relation to the description of the process. The study concludes that the FR 3-1 does serve its purpose and is sufficiently adapted to the units for which the process is intended. If the definition of “tactical level” is expanded to encompass units with insufficient resources for planning, the opposite will be the case.en_US
