dc.description.abstractThis thesis is looking into various aspects of the North Atlantic Treaty Organization’s work on a new Effect Based Approaches to Operations (EBAO) doctrine, and the United Nations Integrated Missions concept. The main thesis is: Can NATO EBAO doctrine merge with the UN integrated mission concept? Despite the fact that integrated use of national state powers isn’t a new concept, integrated missions have become an important strategy in UN peace-building missions. Military forces in NATO are now called upon to operate across the spectrum of conflict. Effect Based Approaches to Operations (EBAO) has developed into a new doctrine to insure that the mission management is focusing on achieving holistic effects, rather than managing resources and tasks. Due to dissimilarities in the stages of the current planning process, lack of planning resources, and natural integrated workflow in the UN system to enable the use of effect based planning, this thesis has concluded that EBAO is incapable of being merged with integrated missions planning phase. However, EBAO could be utilized at the operational and part of the tactical level of an integrated mission during the execution phase of an operation. Many of the mechanisms implemented in the integrated structures are alike, and in the future an integrated mission will have all relevant military planning and monitoring resources implemented in the integrated structure of the mission. If an integrated military component has focus on EBAO, then it could contribute positively to the operational effect based management. But due to known challenges in the integrated mission concept there are some uncertainties.en_US
