dc.description.abstractFormålet med denne studien har vært å se nærmere på hvordan Hæren praktiserer «konsept for logistikk til landstyrken», og hva som er gjort for å videreutvikle logistikkunderstøttelsen i Hæren, og samarbeidet med kommersielle aktører. Konseptet skal bidra til økt operativ evne igjennom en ordning der sivile aktører trekkes inn i operasjonsområdet og blir en sentral aktør i forsyningskjeden ned til taktisk nivå. Denne tilnærmingen representerer en ny dimensjon for logistikk i Hæren, hvor et økt innslag av kommersielle aktører inn i operasjonsområdet medfører en endring i forsyningskjeden og krever tilpasninger for å skape økt operativ evne. For å svare på problemstillingen; hvordan praktiserer Hæren «konsept for logistikk til landstyrkene», har jeg benyttet et kvalitativt undersøkelsesopplegg. Datainnsamlingen er gjennomført ved å intervjue nøkkelpersoner i Hæren, og sentrale aktører i forsyningskjeden representert ved Forsvarets logistikk organisasjon (FLO) og den kommersielle aktøren Bring. Det teoretiske rammeverket for studien tar utgangspunkt i organisasjonsendring, endringsledelse, militær logistikk og forsyningskjeder i en militær kontekst. Dette danner grunnlaget for å finne ut hva som er gjort for å tilpasse Hæren «logistikkonsept land», om det er skapt nødvendig forankring, forståelse og forpliktelse for konseptet, og hvordan kommersielle aktører integreres i forsyningskjeden til Hæren. Funnene i studien viser at Hæren foreløpig ikke praktiserer «logistikkonsept land», og at Hæren ikke har gjort nødvendige tilpasninger for å øke den operative evnen igjennom et økt innslag av kommersielle aktører i forsyningskjeden. Det er flere utfordringer knyttet til dette, og tilpasningen utfordres av manglende drivkraft for endring, liten kjennskap, lav grad av forankring og lite forpliktelse til konseptet. I sum betyr det at det ikke er initiert noen endringsprosess i Hæren, og at det kan være en årsak til den manglende integreringen mellom Hæren og kommersielle aktører. Allikevel viser studien at det igjennom et tettere samarbeid med FLO er et potensiale for å tilpasse og videreutvikle logistikkunderstøttelsen for å øke den operative evnen. Grunnlaget for dette ligger i en helhetlig tilnærming til forsyningskjeden og et samarbeid mellom Hæren, FLO og kommersielle aktører basert på bruk av koordineringscelle, liasonering, felles øving, og enhetlig kommunikasjon. Å komme seg bort fra tilnærmingen med «oss og dem» (R6) mellom Hæren og FLO vil således være Hærens største potensial for å øke den operative evnen.en_US
dc.description.abstractThe purpose of this thesis has been to establish how the Norwegian Army practices the new logistics concept; "Konsept for logistikk til landstyrkene", and what has been done to increase operational capability by collaboration with commercial contractors. The concept´s main goal is to increase operational capability by including civilian contractors into the supply chain down to the tactical level. This approach represents a new way of logistics support in the Army, where involvement of commercial contractors in the area of operations changes the military supply chain and requires adjustments to increase operational capability. In order to answer the research question; how the Army practices “konsept for logistikk til landstyrkene”, I have used qualitative design. The data collection was conducted by interviewing key personnel in the Army, and in the supply chain with representatives from the Norwegian Defense Logistics organization (NDLO) and the commercial contractor Bring. The theoretical framework for the study is based on organizational change, change management, military logistics and supply chains in a military context. This forms the basis for understanding what has been done in the Army to adapt to the new logistics concept by creating a climate for change, engaging and enabling the change, and how commercial actors are being integrated into the Army supply chain to enhance operational capability. This thesis main findings show that the Army does not practice the concept and has not yet made the necessary adjustments to increase the operational capability through involvement of commercial contractors in the supply chain. There are several challenges associated with such a practice and it is especially challenged by the lack of change management and lack of knowledge of the concept. In total there has not been initiated any process for change and this could be the reason for the lack of engagement and lack of integration between the Army and commercial contractors. Nevertheless, this thesis shows that through closer collaboration with NDLO there is a potential for further development of the logistics support to increase operational capability. The research proposes that a comprehensive approach to the supply chain and close collaboration between the Army, NDLO and commercial actors, by using coordination cells, unified communication, liaisons, and joint exercises will increase operational capability. To change the approach of "us and them" (R6) between the Army and the NDLO will thus be the Army's greatest potential for increasing operational capability.en_US
