The ambiguity of today’s threat spectrum undermines traditional deterrence concepts. The effective communication of capabilities, the setting of red lines and an understanding of what your opponent values are prerequisites for successful deterrence. Allies play an essential role in the deterrent approach of small states; however, an independent deterrent capability is still vital.Norway needs to articulate its deterrence posture clearly. Failure to do so will increase the likelihood of deterrence failure.
